Yes, you're right! This is Pop Cutie. It's known as That's QT (ザッツã‚ューティ) in Japan, which is a fashion designer simulation game. You players can design your very own clothing brand while running your very own business in the city. Firstly released in Playstation in January 27, 2000 only in Japan, while Nintendo DS release this game in April 24, 2008 in Japan and September 30, 2008 in US (finally!). Both console version were published and developed by Koei.
When the game begins, the player wakes up and washes their face in their bathroom. Each time their face is washed, they can change their character's profile from six different expressions. During the following interview, the player can give their character a name and gender (male or female). If they answer the following quiz questions correctly, they will get a small prize. (Is that so?)
Though there are short story segments separating the stages throughout the game, the majority of the gameplay is separated into three stages.

- Collecting keywords from everyday events. Keywords are either terms referring to a clothing genre (red) or images (blue). When a keyword pops up, the player can "catch" the highlighted word.
- Colors for their clothing, another component for designing clothing, can be determined by the three colorful flowers the player sees in the street.
- Enter their design studio where it provides a designing desk, which you can then use to combine various genre and image keywords. Clothing items may be categorized as: hairstyle, glasses (or general makeup), top, bottoms, shoes, outerware (includes full body outfits such as one piece dresses), or cartoon costumes.
- When a piece of clothing has been made, you can decide whether they want to include the piece of clothing into their shop's catalog
